Win 7 Dell wireless wlan card not working

I've been working on one of my users Dell E4310 laptops for several days now and am unable to see or create any new wireless connections. Thus far I have swapped out the wlan card with another working machine and had the mother board replaced. I can turn on the switch and the wireless light on the top turns blue and I can see the wireless card in Devicxe manager but I'm still unable to see or create any wireless connections. Can anyone provide any other ideas as to what can resolve this aside fro a complete Win 7 re-image...? Would the re-image even resolve the issue...?

Keeping in mind that you have already tried swapping the cards and still could not get it fixed. If we perform a complete Operating system installation as suggested by amaltom61, we can eliminate the possibility of any kind of driver conflict or possible software conflict in the system.
