This suggestion seems good to me, taken from;

"As seen before on this site:
You probably have more then 1 bass.dll on your computer! (from a
different game). Search your ENTIRE C:\ drive for bass.dll. Delete the
ones in your SYSTEM and SYSTEM32 folder and give it a go.

Be sure to delete the "old" files but not remove them from your recycle
/ trashbin in case it doesn't solve your problem.

My $0,02, Good luck! "

Try press & hold alt. on numpad press 0 1 6 2 then release
alt.

*That's* just *my* 2(alt-0162), or 2¢.

Worth a lot more than 2 cents to me. It seems to have done the trick. It
turns out I have about a dozen versions of bass.dll scattered all over my
computer. most of them were version 4.n.n. in game folders. But the one in
SysWOW64 was version 2.n.n. I deleted it and tried my game and it worked.

I can't tell you the avenues I've explored trying to solve this. I am
wildly grateful to you for the info. Thanks for taking the time.

best,
