windows says a program does not exist!

I would delete the folder \Free Desktop Timer\ and everything under it. Then I would reinstall that software again for the sole purpose of deleting it again with the .dat uninstall instructions.

it wont let me delete the folder and i don't have the software anymore and the same version by the same company is no longer there!
i have removed it from the program removal list

Removing it from the add/remove program list doesn't actually get rid of any of the files it had on your computer. Files sitting on your hard drive simply waste space but the real concern is if it loads anything automatically in memory or performs automated updates or includes add-ins to your browser because that stuff will keep running, slowing your PC.
