Windows update problems

weird things were happening so i decided to use system restore.
lot of dates to choose from but it failed each time.
so i decided to uninstall the windows update from that morning 10 jan 2019.
but when i uninstalled it another one appeared. see attached
this is with no internet on and the system set now to do not automatically install.
i now know there were issues with the update.
how do i get system restore working again?
and i assume delete that pesky update once and forever!

Thank you anon125, for info.. do you mean that all updates on your attached screenshot are useless? or troublemakers
