Windows installed RAM is half of actual RAM

Windows Computer properties reports 16 GB of usable RAM out of 32 GB installed.
CPU-Z shows 32 GB of RAM, although that may be installed RAM.
What would be causing this error in Windows 7 Home Premium?
My MB is ASUS X79-Deluxe and RAM is G.SKILL Trident Series DDR3 (4 X 8 GB).

Thanks for the clarification. If I do a Windows Anytime Upgrade to Win 7 x64 Pro, will that leave everything in place in my current Win 7 x64 HP setup?

Yes, that is what the anytime upgrade is for. Upgrading editions without loosing any data or having to re-install apps.

Happy computing with the upgrade. :)
