Windows has detected an ip address conflict

The "windows has detected an ip address conflict" message pops up occasionally on my wife's Windows 7 PC.
When I check in the event log I see:-

The hardware address shown is the MAC address for my Windows 10 system.

This has me completely stumped. I'd be grateful for any info or advice.

check ip address use terminal window thats...click start button type run(enter) cmd (enter) ipconfig at prompt on both machines..for ip address..
