Windows 7 reinstall and Internet Explorer 11 problem

Hello everybody, Haven't been here in a while. I've just reinstalled W7 and upgraded to Internet Explorer 11 for a friend. On the favorites bar and menu bar there is no Tools option for Internet options and in the favorite menu there is no option for selecting a favorite site. My friend is disabled and this is a pain. It seems to me in the past I've had this problem but I can't remember what I did to correct this problem. Thanks for any help.:confused:

Are you saying you don't see the home "building", favorites "star", and settings "cog" in the upper right?

Or is that you just prefer toolbars? To enable toolbars right-click on a blank spot at the top of the page and check next to menu bar and/or command bar.
