Views count wrong and no comments in Youtube?

This is a wee girl from where I live.

My PC shows only 304 views but I know for a fact it's over 130,000, also
shows no comments when I know there are at least a few, it was featured in
today's Daily Mirror.
What reason would there be for the discrepancies?

You'll have to ask youtube. It has nothing to do with Windows.

My mistake, it seems a few different people posted the same clip, this seems
to be the one others are looking at with the correct count, now 184,000:
