Using an Inactive Windows 7 Pro Key for Windows 10/11 Upgrade

Hello everyone,

I have an OEM product key for Windows 7 Pro that has never been activated. Currently, my PC runs Windows 8.1 Enterprise, but I want to switch to the professional version of either Windows 10 or 11. Here are my questions:
Can I use my inactive Windows 7 Pro key directly to upgrade to Windows 10 or 11?
Should I first activate Windows 7 Pro using the product key and then upgrade?
Is it possible to carry over my professional license to the upgraded version of Windows 10/11?
(Note: My hardware meets the system requirements for Windows 11 Pro.)

Any insights or guidance would be greatly appreciated!
