can windows 8 or 10 be emulated to allow using a small program?

Hello,
I am obligated to use Cisco AnyConnect, which requires at least Windows 8, or 10

I could buy another PC and programs.... here, that would be 2 months of salary.
And I still would work mainly with the older one, as most programs I use would not work in the new one.

Question:
is it possible to have Windows 10 as a separate installation, or emulated, such that I can go there and use this Cisco?

- maybe it takes to start PC in one of the windows versions
- maybe one can go to another partition and activate it

You could possibly have a virtual Win 8 or 10 machine if you computer is powerful enough but it would probably be pretty slow. You would probably be better off to upgrade as most if not all of your software should still work.
