Unable to open IE 11 in Windows 7 HP/x64

I recently ran an sfc /scannow on my system, windows 7/HP x64 and at the end I was told that it found corrupt files but was unable to fix some of them. OK, that said I went about my business and beings that I don't use IE 11 as my default browser it didn't matter much. Now, my Anti-virus company wanted me to go to a site that had an ftp.address. I ended up not being able to open IE 11 due to the message; The procedure entry point shell32. SetCurrentProcessExplicitAppUserModelID could not be located in the dynamic link library api-msi-win-downlevel-shell32-l1-1-0.dll .
That's the gist of it. I really need help in trying to fix this w/o re-formatting my Acer 8943g.

Hi,
Manage add-ons which works for ie11 as well,
Use No Add-ons mode/ Click the Start button
and type in the search box,
Internet explorer
Click on the No Add-ons suggestion,

It’s located at, Start/ All programs/ Accessories folder/ System tools folder/ No add-ons.
Use Safe mode with networking to see if Internet explorer still crashes.
