Well, since you re-formatted your PC, the hard drive is wiped clean, it's empty! You'll have to use another PC to download a copy of the ISO image of Windows 7 again. Only this time burn it to a DVD using ImgBurn (free app) at no more than 4X speed to get an accurate burn.
Then you should be able to re-install with no problem.
