Problem with Windows Live Mail 2012 default email

Hi, my default email program, Windows Live Mail 2012, doesn't seem to be working. When I try sending an email after clicking a contact link on a webpage, I will either get the following:

Unable to send or receive messages for the Hotmail (martyf1951) account.

Subject 'test'
Windows Live Mail Error ID: 0x8DE20007

Or I get no message, but the email doesn't get sent. Any ideas how to fix this?

My best guess is that it is because they are phasing out the windows Live 2012 connection to Outlook.com.
