Ocassional fail to open programmes

Sometimes when I start up I find that I cannot open any programs. I also
have no shut-down options.
If I use the main shut down option I find that Program Manager is running
and I have to force it to close. Any ideas? Looking in Event Manager I have
some references to WLTray (wireless card)

Perhaps some driver issue.
Have you tried booting up in Safe mode?

What does that mean? You should describe the situation more precisely.
I also have no shut-down options.

I thought you just said you had no shut down options.

"Program Manager" hasn't been used for the past several versions of
Windows. If you have something called that running, you may have a
virus or other malware.

I only have the main Shut Down button - no Hibernate . Sleep / Restart.

Icons are on the screen as usual but none of them open anything.

Will check that it is "Program Manager" next time it happens.
