KB3039066 Problem

Running Windows 7 Home Premium, SP1 Plus all updates except this one.

Windows Update tries to install KB3039066 but fails every time. I've downloaded the file from Microsoft Download Center (http://www.microsoft.com/en-us/download/details.aspx?id=46271) but when I run it I get "The update is not applicable to your computer." The Download Center says it is for Windows 7 but other searches for this update indicate it is for Windows 10.

I'm confused! (not unusual)

Anybody know what's going on?

I have a problem with this update too. It installs, but it FUBARs my pc. As soon as I boot up, I get about 20 error messages saying programs failed to load. So anything I want to do on my PC, i cant. None of my short cuts work, none of the start menu links works either, not even the calculator. I have to go into my computer, which seems to be one of the only 3 things i can get into, pick the C drive, go to the program folder I want and start the exe file from there.
