Icons gone crazy

Suddenly whenever I try set up a shortcut icon, rather than using the
icon associated with the file as shown in Win Explorer, I wind up with
some generic icon. This icon looks like blank piece of white paper with
an upper right corner fold; superimposed on it is what might be a screen
display or perhaps a spreadsheet, with six dots of different colors. A
miniature of this also is overlaid on the lower right corner of some
properly displayed icons. What has caused this and how can I get things
working properly? Any ideas? I'm running Win 7 Home Premium 32-bit.

Stranger still-- this condition had been going on for two or three days.
As soon as I had posted my question I noticed that the Thunderbird icon,
though displayed improperly on the screen, was correct in the taskbar. I
clicked on a couple more of the bad icons with the same result. Then
_all the bad ones were replaced with correct ones_! So the problem is
gone but why it it exist in the first place and then practice some
self-healing? Incidentally, I had run most of the programs and the
problem had remained.

So I withdraw my plea for help.

You can see all the Win7 icons in C:\Windows\System32\imageres.dll by
right clicking on desktop, Personalize, Change desktop icons, Change
icon button.
Is it in there?
If not, then where did it come from?
