How to play in other playback device?

I'd like to play to both device and I want to set different vol to them.
But now I can just play in speakers.
Alternatively, can I set different application to play in playback device individually ?

He probably used the Snipping tool which is a free application in Windows 7.

I use Snagit 10 because it has tons of features and different ways to save the files.
