If you are referring to the lock icon on some folders, it has to do with Windows 7 security. Basically the OS is given ownership to certain folders rather than any users. It is a way for it to protect folders from accidental overwrite or deletion as well as protect one users data from other users on the same machine.
If you feel you need ownership you can install the "Take Ownership" script and take control of the folder. This should be done sparingly because it also helps protect you (a little) from viruses, etc.
Normally there is a preferred method which avoids such problems, such as referencing your data through the libraries rather than through C:\data\userid.
Never mind, I guess you are referring to the software "folder lock" which is encryption software.
If your system is using most of your CPU since installing Folder Lock consider uninstalling and then reinstalling Folder Lock? You might also try a different anti-virus software; you can always reinstall what you have if the replacement has no effect.
