Create an EmergencyRescueUSB , Win7 x64 ?

Hello,
I would like to Create an EmergencyRescueUSB , Win7 x64 Sony laptop VGN-FW250J .
I have tried with different ones, Hiren's, Avira, etc...
But the Docs don't match with what actually happens on my computer.

Can someone recommend an reasonably easy way to get going.
I'd rather have a Windows or Dos setup than Linux.
But i'll take something that works.
