changing colors on desktop and task bar

I can see how to change to a custom color for the desktop and I can see how to change the color of the task bar but I can't figure out how to get both done.
Any help would be appreciated.

Go to Control Panel > Personalization
Select Desktop background (1st icon bottom left)
Select change background color (link at very bottom)
Set your color in the new window and click OK.
Then click Save Changes.
Then select Window Color (2nd icon)
Pick a color and click Save Changes
Now you will see an "unsaved theme" selected ... right click on it and choose Save Theme.
Give your new theme a name and then close the Personalization window.

Note sure you read the question clearly...part of the question is the "Taskbar".

I did actually. With W7 Aero themes, choosing the Window color does include the taskbar.

I can see how to change the color of the task bar from that but I could not figure out how to change the desktop to say a solid color like black in that selection?

In desktop background ...

If you want no picture at all then from picture location choose solid colors and pick one for your desktop.

Otherwise, pick a small picture for your desktop, for position set it to center, and then just under where you choose position, click change background color. Whatever you pick here will be the desktop color surrounding your picture.
