Cannot permanently change the owner/administrator name on my new HP8460p laptop.

I just purchased a refurbished HP8460p laptop and am trying to change the owner administrator to myself in my own name.
When I do so, the files and programs still go intothe "hp" account which is the original owner name on the OS.
I copied and pasted all the files and programs into my own named account but still, when I reboot the "hp" comes up as the owner.
Deleting it did not work.
Going into advanced security settings did not give me the option to rename the account.
Can anyone help me?
