I've never seen that in the Windows OEM license agreement, can you link
to or cut/paste from the section that says that?
and you have to install the OEM version with a OEM

No, you don't - though the OPK can be helpful depending on your
scenario, it isn't required.
AFAIK you can't install OEM Windows 7 without it.
Sure you can, I do it all the time, and have been since the Win9x days.

Not the use of the phrase "support the automated installation and
customization". I couldn't find anything on that page that says it is
required in any way.
