Windows 7 Deactivation

I have several non-working laptops of various brands that are installed with Windows 7 Pro. I need to deactivate the 25-digit product keys for use on other devices. None will boot up and from what I understand, I must deactivate the key from each of the laptops that have them installed. But how can I do that when the devices cannot boot? I’ve tried using the keys anyway to activate Windows on the new devices but it won’t work, not that I thought it would. One laptop was given a clean installation of XP on one that had Windows 7 running.....was that key automatically deactivated when install was complete?

I’m running out of ideas. Help, anyone?
