Wifi Problems

I live in an assisted living establishment.We have free wifi furnished.I have a laptop which shows 5 bars most of the time, but when I check download speed, I usually get less than 1 Mbps and when I get more than that, it is 1.02 or 1.03. I do not do gaming with the exception of practice pool, but I see an awful lot of the whirling donut and I am not really nuts about it. Is there anything that I can do, or am I just dependent on the goodness of our owners willingness to spend a little more cash (which is highly unlikely)?
