SOLVED Webbar toolbar will not uninstall

Greetings.
I got complacent and ended up with unwanted WebBar toolbar 5.5.6275.25383 across the top of my main screen.
I found the bugger in my programs but it will not uninstall. I get message 'file (blahblahblah) does not exist. cannot uninstall'
Now - what do I do? This thing is driving me nuts. Thank you

run "system restore" and go back to a restore point prior to when the trouble began
