Problems setting time zone ...

Just bought a new laptop with WIN 7 already installed. I turn it on and one of the first things it asks me to do is set the time zone. I live in AZ, and when I click on Arizona time zone, it automatically moves 1 hour later than it really is (e.g. it's 3pm and when I set WIN to AZ time, the computer shows time as 4pm). I have to set it on Pacific time zone to get the correct time. But I'm NOT in Pacific time zone, so this is completely throwing off all my Outlook appointments!

Any ideas??
