All I need is a Microsoft product that will allow
basic color correction of photos AND the facility
to put permanent text ON the image.

The "Windows Live Photo Gallery" cannot put text
on to a photo!

GIMP would do that, for free. There would also be much more
functionality, but if you don't need it - don't use it. At some time,
though, you might decide to broaden your horizons.

Photofiltre free can do this. A great image manipultion program in one
man's opinion. HTH

Have you tried Google's Picasa? It might just do what you want to do:

GIMP would do that, for free. There would also be much more
functionality, but if you don't need it - don't use it. At some time,
though, you might decide to broaden your horizons.
Thanks, I'll check out GIMP. It's for someone
with low computer skills.

Meant manipulation. It does work with 7 and it's dead easy to learn. J

Irfan can do that. Its what I use for
work related photo editing.

No, it's not. I know, I've tried it (and Photoshop, too). The learning
curve is steep, it has "floating" menus, and other such stuff. Not
needed unless you plan to scan old photos and slides many/most of which
will need more or less thorough cleanup, colour adjustments, etc.

I recommend XnView and IrfanView, both free. I use XnView for almost
everything, and Irfanview for the rest. Both are very simple to use
compared to GIMP.

FWIW, one of the reasons I dumped the Mac is that there was nothing as
simple and powerful as IrfanView and XnView for it, and AFAIK there
still isn't.

facility to crop at fixed ratios this ratio cannot
be locked in for a session.

WLPG doesn't have an add text option.

.....but it does have a 'Create/More Tools' option which will provide the
option to open a picture (the same picture) in Paint, or IrfanView (if
installed), or another installed program etc. and add text. Changes to
picture once saved in the picture editor as the same pic/location will
automatically appear in the picture being displayed in WLPG.

Do give Irfan a look: shift-G to get at the colours menu, (draw a box
and) Ctrl-T for the text one. (Ctrl-Z to undo and try again, as is
common for many Windows softwares.) It's small and (thus?) fast.

I agree with what has been said about Irfanview and Gimp. [Gimp is
powerful but not for the faint-hearted!]

If you want to stick to MS products, why not use good old 'Paint' to add
the text. I don't think it does colour correction, so you may need to do
that with the likes of WLPG first.

I hadn't noticed that. I don't resize very often, and when I do it's
usually scans of varied proportions that I want to bring to a standard
height, so I just type it in.

H'm.
