Permission to run a program

I have a laptop with Win 7 Home and a netbook with Win 7 Starter edition.

On the laptop, every time I open a PDF file, Windows asks whether I want to run
the application (Foxit Reader). On the netbook, it doesn't ask permission.

Why the difference, and how can I kill that prompt on my laptop?

I would try setting FoxIt *not* to run as administrator.

This is speculative. Mostly on my Starter netbook, I just click Yes on
whatever SW brings up the dialog and don't sweat it, so I haven't tried
the above suggestion.
