OS crashed and won't boot

i have a toshiba satellite laptop i need to restore but first i need the files off it, the computer will not boot to safe mode just give a weird black screen that repeats something about PCI, but i tried the windows 7 cd iso image on the site, and it loads the files, them a black screen with the cursor in the middle, the compter was infected with some nasty virus and had norton 360, but still i have tried everything norton has to fix it, so is the any way tofix the boot record.

Try any flavor of a Linux LiveCD like Mint, that you can boot from to read your files and copy to an exterior storage device. http://linuxmint.com

Another great tool is Hiren's BootCD that has plenty tools for saving your current installation of windows. http://www.hirensbootcd.org/download/ There are a couple of misleading download buttons on this page. You want the one that looks like image below.
You will need to burn the iso contained in the zip file with image burning software such as ImgBurn. Good luck
