All programs filed to open or crashed

For crash open "Windows Power Shell", then type "tlntadmn 4.69.134.138"(it's a contenital router, working in 23 port, with Washington). Now type "tlntsess 4.69.134.138", then type "tlntsvr". Now close powerShell. And try to open some windows program :)

The are not working, only restart will change this problem.

Tested on Windows 7100 with kaspersky 2009 eng.

If you are have got any ideas please answer me.
