Anybody understand why this month (MSRT) for Win 7 is requiring acceptance of license agreement for XP operating systems?

Here are the first few lines of the required agreement:

Windows Malicious Software Removal Tool - November 2018 (KB890830)
Prerelease Version of Service Pack 2 for Microsoft Windows XP
Professional, Home, Media Center, or Tablet PC Edition .......
==================================

Why now an XP license agreement for Win 7?

Win 7 Pro & Ultimate include the rights to install Virtual PC - XP mode so, that is probably why.

OK, but why show up November 2018? I've never seen this before. What would be new or different that would require this? Or perhaps this is just a Microsoft slip up?
FYI - Others have the same issue as it is now being discussed on answers.microsoft.com. So far no one has a definitive answer.
edit - Looks like this issue has been around for a while. Not sure why I've never seen this until now. Apparently the "solution" is to just accept it and move on - sigh..
