How do I block these IE websites from popping up?

When clicking on certain websites I get the following new windows being
opened almost always. How do I stop these windows from opening? I have tried
adding them to my Hostfile to no avail.

Do they now pop up as empty windows? If not (and you've cleared your
cache [browsing history, temporary internet files, whatever it's called
today]), then I suspect your adding them to your hosts file has not
succeeded.

Also, and it isn't a solution but may be less irritating, see if IE has
a setting that forces popups to open in new tabs rather than new
windows. Firefox does; I don't know about IE.

If I had to guess, there could be adware running on the machine.

I see in the cookie section there, a reference to wigetmedia. I
would scan the machine, to see if any adware could be found. I
doubt the popups are "just happening when you visit a website".
They're likely under program control, on an infected computer.
And scanning may give details on that.

Doesn't _have_ to be adware; some websites just _love_ popups
(presumably for financial reasons). Some of the dodgier pron ones I
remember accidentally visiting many years ago put up popups faster than
you could close them, unless you had a popup blocker in operation. (They
probably still do; I haven't visited such a site for ages, accidentally
or otherwise.)
