What level of protection does a pop up box that says you don't have
permission to access this folder that goes away when you hit continue

You don't have to give yourself permission to "access a folder." You
have to give yourself permission to access SOME SPECIAL folders. There
is a difference, you know.

It help keeps malware from messing with critical system stuff. Every
modern operating system has such protections.

Well if you are the only one using the machine and you are not brain dead,
just remove user account control.
