Hard drive constantly running

Purchased refurbished pc for a client from a reputable store.

3GHz dual core processor and 8gb ddr3 ram.

So slow I cannot browse webpages or hardly type in Word.

This machine is clean. Nothing installed but windows/office. Checked installed programs for 3rd party anti-virus, and there isn't one.

Disabled indexing.

Turned updates off.

Checked for newer drivers.

The hard disk is constantly running. I can see the indicator and hear it going. Even when idle.

Processor usage is minimal. Memory usage is minimal. Hard disk usage is jammed at 100%. Been running for almost 12 hours.

I've done everything I could find in any other article or forum.

Windows 7 professional.

Will answer any questions.

When you say you turned updates off, did you actually disabled the Windows Update service ? I would recommend doing so if not done yet.

Did you check how it goes in safe mode ?

I guess you have a lot of free space on the disk ?

If you have another physical disk, you could also move the paging file to it. Might be swapping.
