Files first in Win 7 Libraries windows?

I don't think it's controlled by a desktop.ini file. Some of my
libraries have no desktop.ini file, some have one and some have two in
there.
What is consistent with all my library folders is the name of the
library folder in green
text at the top left and the 'Arrange by' drop-down menu on the top right.

I've just checked with my other machine (similar machine came with its
own OEM Win7) and that's the same as this one here. And everything works
fine; create new libraries, rename, delete, display.....all ok.

I don't know how I got this, but I seem to get it quite consistently!?!

Open a library > Organize > Layout > Library pane.

That won't work, not on a Library display, only on common folders display.

1. I don't have any content in my Libraries, so I can't play with these
things in Libraries.

Write a batch to display (echo) or make a text file of what you want BUT
that will NOT give you the actions you can do in WE

But you can't do it without grouping. So for example,
here is a regular folder sorted by name in one direction:

And here it is sorted in the other direction:
http://i.imgur.com/QhzdQ.jpg

You can't do that with a library folder.

You can't do that with a library folder.

And there's a very good practical reason for the difference.
The contents of standard Windows folders are all in the same indexed
location in the disk hierarchy.
But Libraries are concatenations of various locations. They are virtual
manipulations.
This fact is the cause of other differences in permitted actions.
