Date modified Dec. 1 1903 problem

I am having a problem with many of my new picture creations in various programs, most of which were on Android and transferred to computer with a USB cable, they all have a date modified timestamp of December 1, 1903! on Android, the details shows the right modified date, but something is going wrong when putting them on computer. three Android devices show this behavior as well as some Windows programs. I googled the problem but only mac related results came up, nothing Windows or Windows 7 related!

what is going on and how do I fix?

In the past when I have had a date issue it was because that information was not available so the lowest possible/default date is assigned.

Best guess is that the metadata is not properly transferred from Android to Windows or perhaps Windows considers a different field to be "date modified" than what is used by Android.
