Black screen mouse cursor after fresh Windows 7 install

I've just installed Windows 7 x64. The problem is after the final restart, passed the "windows is starting" part, I have a black screen with the cursor and it's got the blue loading circle every so often. Any suggestions? Let me know if you need any other specs to help diagnose the problem. Thank you.
Specs:

Intel Core 2 Duo 1.8 GHz
3 Gb Ram

If it were me I would reinstall again in case it was some error in the install. Then make sure everything is updated to the latest: Service Pack 1, all Win Updates, check manufacturer website for most current drivers, etc.
