Help and Support Update that won't respond with Black Screen

My laptop starts up like normal, but after the welcome screen, it turns into a black screen with only my cursor, and a help and support update that freezes not even quarter way through the update. It's fine when I go into safe mode, but the background is black, and the update appears in the actual help and support page, that quickly ends in an error.

I would love some help with this!
