"About Windows" message

On another website I found the attached "About Windows" screen. Normally one can find the "About" information by clicking on the appropriate button (usually "Help") on a program's title bar but I'm not sure how to do that in Windows. Can someone please tell me how to produce the equivalent window on my PC?
