Taskbar's "Desktop" toolbar keeps disappearing

Hi,

I just installed Win7 on my aging laptop (No cannot afford a new or more
powerful used one).

I always use the "Desktop" toolbar on the task bar to easily navigate
through folders. However if I rearrange the folders which are displayed
within the toolbar by dragging and dropping them (which I have to do in
order to avoid long delays for displaying contents of unwanted folders) when
I restart the computer, the Desktop toolbar disappears and I have to
reactivate it again and when it appears, all the changes that I have made
are gone!

Any ideas?
