Refreshing network

I discovered only today that Ido not need to restart computer when I restart cabel modem. I can go to Control Panel > Network and Sharing Center > Rightclick Local Area Connection (Network), and computer is again connected to the Internet.

My question: how can I create a shortcut for this action?
