Only half of ribbon displays in Windows Live Mail Essentials 2011

When viewing messages in newsgroups only half of the ribbon appears unless I
move the mouse over the ribbon. The message shows very quickly but the
ribbon looks crappy when it is only partially there.

I assume you're referring to Windows Live FAIL. Do yourself a favor and
get Thunderbird.
I am using Thunderbird, and it does some crazy stuff too, like it keeps
turning on view pane feature and I keep turning it off. It keeps turning
it on, and I keep turning it off. Thunderbird is no bed of roses either.

That is the problem, the ribbon is wide but not being filled in properly.

You're not using the latest version for Windows. I don't have that
problem and never did.
That's you, and I am telling you what it does. It shouldn't make a
difference if it was the latest version or not. The fact is this.
Thunderbird is not perfect no matter how you (the Spanish Drip) hypes it.

This is caused by the news server you use.

Use plain text for sending and receiving messages.
Dont use "reply-type=original" in your settings, because
many users in the newsgroups are using html for news.

Thank you for your explanation. I was trying everything that I could think
of to get things back to normal.

I have discovered that it doesn't matter what setting changes I make, the
results are the same.
