no one shows in "select people"

I've 10 win 7 pro pc's on a network. They can see and share between each other via homegroup. When I right click a folder to share and select specific people only "everyone and homegroup" show. Shouldn't I see all the same computers that show under the Network in the "Choose people to share with" interface?

Or

Is Share with Specific People only for accounts on the PC the folder is on?

Can you selectively share other computer on the network?

Example; I only want Sue's computer to see my folder but not Bill or Ted computer over the homegroup network.
