cannot connect up but network connections are available

I have two computers and one is connected with no problem. My windows 7, I cannot connect up. It says no connections available which is not so, as no connection problems with my other computer.

At the risk of suggesting the obvious, have you tried swapping the ethernet cables on the two computers?
