Can windows 7 setup run from HDD with DOS?

Hello, I was curious, first, does Microsoft allows me to transfer all contents from the DVD to a Flash drive or HDD? If "yes" then can I boot it from a DOS. I saw a friend do it with Windows 98SE and the speed of installation was incredible (less than 2 min). He wrote a DOS command line to point to "setup" on one of his HDD, no CD was needed. Again just curious. TIA!

If you have an empty 4GB flash drive you could use the USB/DVD Download tool along with a W7 Install ISO and it will make a bootable W7 Installation flash drive. Then you would just make the flash drive your first boot device and it will start automatically.

For backup purposes, yes. To install on more than one computer, no.
