SOLVED Registry Settings Not applying via Landesk

I am trying to apply registry settings using a .reg file through a batch file command. I push this through using LANDesk that utilizes the local system account to elevate privileges. If I run the registry file itself as an administrator, it applies the settings but doing it remotely through LANDesk and a batch file they do not apply. I do not receive any errors. I am trying to apply settings for VNC Server.

Any advice anyone can give would be appreciated
