c:\windows\system32\config\systemprofile\desktop.... is missing

I'm trying to set up a new user account. I get to the desktop but also get
this message: c:\windows\system32\config\systemprofile\desktop is missing.

(The search box on the start menu doesn't work either)

I've done sfc and chk file. No errors were found.

How can I get this secondary user account to work properly?

There's no such file or folder on my computer.

I suspect that you have a startup program that is looking for that file.

One thing I would try is to remove the new user account and recreate it,
on the theory that there was a random glitch that (if you're lucky)
won't happen again.

Have you tried Googling for the expression
"C:Windows\system32\Config\systemprofile\Desktop"? You'll find it's not
exactly an unknown problem - there are thousands of hits. Maybe a
solution for your problem is among them somewhere.
