I'm told that Win7 Pro starter now sells for about $130, and maybe even
$90. By starter I mean no need to have a previous version (Vista, or
prior versions). If true, that certainly changes the pricing of an OSes.

What's the cost of a upgrade (pro) to Win8?

You can't even buy Win 7 Starter. Home Premium is the lowest level that
almost everyone uses. Check prices on newegg.com

OEM, Windows 7 Premium, $99.99, 64-bit. I once did an OEM for XP Pro 3
years ago. It worked pretty well. Will this OEM limit me?

You can't even buy Win 7 Starter. Home Premium is the lowest level that
almost everyone uses. Check prices on newegg.com
You can, however, buy laptops with it preinstalled.

The op may have confused the issue by asking about upgrade to Win8 Pro but referencing the cost of an OEM full version Win7 version
(not to mention the term 'Starter' but with clarification that the meaning of 'starter = full version clean install, no prior
version o/s necessary'

Win7 OEM ~100 was the op noted o/s price.
- note the op stated Premium thus he/she probably meant Windows 7 Home Premium

Win8 Personal Use (System Builder - SB) replaces Win7 OEM versions and all previous o/s retail full versions.
- Win 8 SB 32 bit and Win SB 64 bit on different web sites range from $85-$100
- Win 8 Pro SB 32 bit and Win8 SB 64 bit range in price from $125- $140
** Note: SB versions are either 32 or 64 bit but not both

Apples to apples..
If the op does want the full version (no prior o/s required version) then the range of the cost above (from Amazon and NewEgg)
applies.
If the op wants to upgrade from Win7 then the upgrade to Win8 Pro cost ($40) applies.
