Ok.. you don't but I'm trying to. Did google it and followed
instructions (as far as I know) but it's a right mess now.
How would you do it?

To sort the All Programs list in the Start Menu it'll probably be
much easier if you turn off *Sort All Programs menu by name*.

To do so, bring up the Taskbar and Start Menu Properties
(right-click an empty spot on the Taskbar and select Properties).
Click the Start Menu tab then click the Customize... button. Near
the bottom of the list you'll see the *Sort All Programs menu by
Name* entry, remove the check from the box and click OK at the
bottom.

Yes... that had already been done. Then "open all users" to C-Program
data-microsoft-windows-start menu.
Is that the right place ??

Yes, but I simply right-click and drag/drop into the order I
want. I only use your referenced location to create new folders
under All Programs.

Only (annoying) problem I have is when updating apps/programs
that re-create their default Start Menu entry when you've moved
it to another folder (wish all install routines provided the
option of their placement).

Thanks Chet.
Now have everything sorted by the simple drag and drop on the all
programs list on start menu. That is the way I expected to do it before
but it wouldn't seem to let me do it, hence going through the "open all
users" way. I sorted at that location but ended up with duplicate
folders, shortcuts to program all over the place some in folders some not.
