Anyway, you can follow the below steps to solve this windows annoying problem:
1. Type regedit on 'Run' Window and hit enter.
2. Navigate to following location
HKEY_LOCAL_MACHINE\SOFTWARE\ Microsoft\ SQMClient\Windows\DisabledSessions
3. Delete this MachineThrottling, located at the right pane.
4. Restart your PC
Post back your result.
